The Centre issued new guidelines on Tuesday. It involves social distancing and schedules, for the movement of stranded migrants and labourers by Shramik Special trains.
The MHA said that the standard operating procedure (SOPs) should be strictly implemented. It should be done by the central ministries and departments. And also states and Union territories.
According to Ajay Bhalla, the permission for movement of Shramik trains will be given by Railway Ministry. It will be in consultation with MHA.
All states and Union territories have to appoint nodal authorities. Also, they need to make necessary setting for receiving and sending the stranded migrants and workers ,Bhalla said.
“The train schedule, including stoppages and destination, shall be finalised by the MoR, based on the requirements of States/UTs. And shall be communicated by MoR to the States/ UTs for making suitable arrangements for sending and receiving such stranded workers,” a top bureaucrat wrote.
The railway ministry shall publicise the Train schedule, rules for entry and movement of passengers. Also, services to be provided in coaches, and settings with states and Union Territories for booking of tickets.
States should make proper rest places on the routes by the migrants, the home secretary said. Also, he asked them to make sure of sanitation, food and health at these areas.
Also,Bhalla added, districts and states should make sure that no migrant worker has to walk on road or railway tracks.
